Staff Recruitment and Service Rules in CBSE Schools

Not many changes have been made to the existing Staff Recruitment and Service Rules in the newly released Affiliation Bye-Laws 2018. To protect the rights and interests of the staff, whether teaching or non-teaching, the CBSE has defined the recruitment process and service rules in the Affiliation Bye-Laws 2018.

Qualifications of Teaching Staff:

*To determine the minimum qualifications the guidelines notified by the NCTE shall be followed.
*The Recruitment rules laid down by the State Government, KVS or JNVS May also be followed.
Principal, Vice Principal, Post Graduate Teachers:
Masters degree and a degree in Education with relevant experience are mandatory.

Trained Graduate Teachers:
Graduation in a school teaching subject and B.Ed. is required.

Primary and upper primary Teachers:
Graduation in a school teaching subject with B.Ed. And D.El.Ed. is required.

Pre Primary Teachers:
Senior Secondary passed or Graduate with Nursery Teachers’ Training, Montessori Training, D.El.Ed. or B.Ed. is required.

Teachers of Physical Education and Extra Curricular Activities:
Relevant Post Graduation or Graduation in the subject from a recognized university is mandatory.

Librarian:
B.Lib or M.Lib or its equivalent from a recognized university is mandatory.

Recruitment Process:
All the staff, teaching and non-teaching should be appointed following the recruitment rules of the State Government where the school is located.
Pay scales and other Allowances should correspond to those offered by the State Government.
All staff should be appointed only with the approval of the School Management Committee.
On being selected the staff should be issued appointment letters which clearly mention the Terms and Conditions of service, designation, a period of probation, pay scale and other allowances to which the staff is entitled.
A contract of service must be signed and the copy must be attached to the service book of each employee.
Service records must be maintained and updated regularly. Personal files of individual staff with a self-attested copy of his degrees or diplomas must be maintained and updated.

Service Rules:
Service Rules of employees shall be the same as the rules for staff appointed in the State Government and approved. By the School Management Committee of the school. The Service Rules should provide for all the aspects of the employment of the staff.

Pupil-Teacher Ratio:
The pupil-teacher ratio as defined in the Affiliation Bye-Laws is 30:1.
The teacher section ratio is 1.5:1
The Principal, Physical Education Teacher, and Counselor are excluded.

      Termination of any staff should go with appointment policy, moreover sudden termination can happen only incase of serious offence, but that too insight of the guidelines mentioned in the institution’s HR policy

      Any act of appointment and termination should go as per the terms and conditions of the appointment signed by the teacher. It has nothing to do with the duration of working. If the the appointment terms have a specific mention of notice period from either side, then it must be honoured and executed.

      Any termination for that matter has to comply the terms and condition of letter of appointment. The notice period could be one month or 3 month also.

      Looking at the high attrition rate of teachers in the industry, various schools have adopted lots of backup plans to counter this. Holding back original degree certificate (or) Security deposit is one of them. There is not such law which speaks on this in particular.

    In the interview and appointment order, I insisted the Correspondent not to give me any teaching
    work for me as I was appointed for Coordinator. Now they force me to take classes for 11 & 12 th Maths.

      If you have been appointed as academic coordinator, then taking classes is important. It may not be the same as any regular full time teacher, who is not a coordinator. Infact CBSE suggests the Principals also to take minimum 02 periods per day.

    Can CBSE affiliated school appoint teachers for first year on temporary basis and then two years on probation. Before confirmation is due after two years can they terminate teachers.

      Dear Mr Manish,
      Normally the appointments are made with a provision of first two years probation. If the staff is performing satisfactorily you may clear the probation period and regularise the teacher. if you are not satisfied , may extend the probation. the services of any employee on probation can be terminated without giving any reason in the termination letter.

    A teacher working in CBSE high school for 18 years. Admitted to EPFO and ESI in 2007. EPF and ESI deductions made from the salary every month by manager. The problem is that for the last one year it was deducted but not paid to the concerned authorities. PF instalments not credited in teacher’s account. What to do?

      Yes, because every inspection is suppose to ensure the readiness of the school being upgraded to next level. Unless you have the majority of requirement of teachers being fulfilled, the board will not be confident of granting the permission

      There is no specific guidelines for number of periods, but the standard teacher section ratio given by cbse is 1.5 teachers per section. It indicates that on average, maximum of 5.5 periods per day out of the scheduled 8 periods.

      if there are 8 periods in a day
      for 02 section number of teachers are going to be minimum 03.

      for 02 sections, total number of periods would be 16 to be divided amongst 03 teachers
      16/3 = 5.5 approx

    I am working as a PGT(bio) in a private CBSE school and i am taking 8 periods out of 9 periods scheduled by my school plus a zero period of one hour extra. I have left no time for copy corrections and test checking etc. is that fair on school’s part ? Can a school take 10 periods a day(including zero period) without Morning assembly being held ?? Please guide me.

      Dear Yuvraj,

      Usually the zero period is created for a short duration of activities. It could be some remedial classes or may be a preparation time for any of the scheduled function in the school. As far as number of period is concerned, the norms of cbse says 1.5 teachers per section, it gives an indication that the total no of periods in week to be distributed with 1.5 teachers (or 3 teachers for 02 sections). You may calculate the expected load with this process.

      Usually summer vacation is the time when the Principal get sufficient amount of productive hours for better planning of the session. Otherwise in normal working days your are tied up with lots of routing work.
      As far as leave during vacation in concerned, it goes with your contract of service and leave policy of the management which may have a provision of partial leave (may be approx 2 to 3 weeks) for the Principal.

      CBSE inspection team is suppose to verify all the original documents of teaching staff which qualifies you as a teacher along with Principal, Librarian, Physical Education teacher along with counselor and special educator, during the process of affiliation, upgradation or extension.

      This is required only during the visit of inspection committee. As far as requirement of original certificates.

      Rest of the period, the originals are not required

      As per cbse norms the teacher section ratio should be minimum 1.5:1 (i.e. 1.5 teachers per section). Since you have 14 sections all together, then you would be requiring minimum 21 teachers, out of which (minimum 06 TGT’s and rest PRT’s). You may have more number of TGT’s and can reduce the number of PRT’s accordingly. This count is in addition to the P.E, Librarian, Counselor, Special Educator and Principal of the school.

      CBSE is having a minimum eligibility criteria for appointing TGT teachers for any of its affiliated school. This criteria is no where asking for any experience as PRT. It means, promoting a teacher from PRT to TGT is based on your appraisal policy and candidate qualification (matching with board norms)

    Why not there is PET, Principal eligibility test exam for private schools ?.
    For teachers these people are demanding different qualifications though teachers are having experience and qualifications for cbse schools.
    if principals and management are not abled then ,total labourers of teachers get spoilled.
    Is there any rule to control such Principal and management.

      Your concern is really thought provoking one.. But to be the Principal, one is expected to fulfil the minimum eligibility criteria as per the norms of the board. This is decided by the Board (CBSE OR ICSE). Incase if any such criteria is to be added, this would be the prorogative of the respective board.

    i am working in non granted CBSE english medium school since 2011, on 25th Jan’21 principal and coordinators have forcefully taken sign on written document which was not given to me and not allowed to read also, mentioning that all teacher has signed and i have to sign the same, and on 31st mar’21 all teachers were called to school and they told me today is last day of mine in school, the letter which they had signed was termination letter. I received message from bank on 31st mar evening at 1lac balance is credited to my account from school. Kindly guide me what i can do to resume my job. Now they’re not allowing me to enter school premises. Management,Principal and coordinator as bullying and harassing me.
